Kyoto vs. Paris vs. Montreal: Which Climate Treaty Actually Delivered?

Forget the Paris Hype: Montreal Is the Only Treaty That Worked

If you listen to the news, the Paris Agreement is the planet's last hope. But look at the numbers and a different story emerges. The Montreal Protocol—the treaty nobody talks about—actually fixed its problem. The ozone layer is healing. Paris hasn't fixed anything. And Kyoto? A well-meaning failure. If you want to know which climate policy is worth copying, stop looking at the headlines and start looking at results.

The Contenders: Montreal, Kyoto, and Paris

Three treaties dominate the climate-policy landscape. Each took a different approach, and each has a different scorecard. Here's how they stack up.

Montreal Protocol (1987)

Montreal targeted a specific, measurable enemy: ozone-depleting substances. It set binding targets, had a financial mechanism to help developing countries, and it worked. The UN Environment Programme says the ozone layer is well on its way to recovery (UNEP OzonAction). The treaty was signed in 1987 and entered into force in 1989, and it's been adjusted or amended six times since, including the 2016 Kigali Amendment that phased down HFCs—potent greenhouse gases (UNEP OzonAction). That's a treaty that adapts and actually achieves its stated goal.

Kyoto Protocol (1997)

Kyoto was the first attempt to put binding emissions targets on rich countries. It called for 41 countries plus the EU to cut six greenhouse gases to 5.2 percent below 1990 levels during 2008-2012 (Britannica). The problem? The United States never ratified it (Britannica). And the treaty didn't cover major emitters like China and India. It was a token gesture. Emissions kept rising globally, and Kyoto became a symbol of good intentions with no teeth.

Paris Agreement (2015)

Paris flipped the script. Instead of top-down targets, it created a bottom-up system of voluntary national pledges called NDCs. Every five years, countries submit updated plans (UN Climate Action). Sounds flexible, right? But here's the catch: those voluntary pledges aren't enough. Current NDCs commit to only a 14% collective reduction by 2030 versus 2022 levels—far short of the 43% the IPCC says is needed to limit warming to 1.5°C (OECD Climate Action Monitor). The treaty is legally binding, but only on process, not on outcomes.

Why Montreal Worked and the Others Didn't

Montreal succeeded because it was narrow, binding, and had money behind it. It didn't try to solve every environmental problem at once. It aimed at a clear enemy—chlorofluorocarbons—and set a phase-out schedule that was legally binding. It also created a fund to help developing countries comply, so it wasn't just a rich-country club. The result? The ozone layer is healing, and the treaty has been amended to tackle new threats like HFCs.

Kyoto failed because it was too narrow in membership and too rigid in structure. The US stayed out, and the targets didn't apply to the biggest emitters of the future. It was a paper tiger.

Paris is floundering because it's too broad and too soft. It includes nearly everyone, but it asks for voluntary pledges. And those pledges are nowhere near enough. G20 countries alone account for 77% of global emissions, and their emissions were still rising in 2024 (OECD Climate Action Monitor). The treaty's own stocktake at COP28 called for speeding up the transition away from fossil fuels (UN Climate Action), but there's no mechanism to force anyone to do it.

The Verdict: Montreal Wins, and We Should Copy It

If you're a policymaker or an activist, the lesson is clear: focus on specific, binding, and funded interventions. Montreal proved that international law can work when it has teeth. Kyoto proved that a treaty without the US is a non-starter. Paris proves that voluntary pledges are a feel-good exercise, not a solution.

So what should we do? Push for a Montreal-style approach to greenhouse gases: sector-specific, binding, and with a financial mechanism. The Kigali Amendment is a start—it's phasing down HFCs, which are super-pollutants. But we need more of that, not another broad, toothless agreement.

  • Demand binding sectoral targets, not vague national pledges.
  • Include a fund to help developing countries comply.
  • Make the US a party from day one.

Quick tip: When you hear about a new climate pledge, ask two questions: Is it legally binding? Is there money attached? If the answer is no, it's just a press release.

Here's the thing: we're already at 1.55°C above pre-industrial levels for 2024 (WMO State of the Global Climate 2024), and the IPCC says we need to cut emissions by almost half by 2030 to limit warming to 1.5°C (IPCC AR6). We don't have time for another round of voluntary promises. We need a treaty that actually binds and actually funds.

Bottom Line

Stop waiting for Paris to save us. The best move is to copy Montreal: pick a specific pollutant, set binding targets, and fund the transition. That's the only climate policy that has ever worked, and it's the one we should be scaling up right now.
