Why Your Climate Pledge Needs More Than Good Intentions: The Case for Enforceable Law

Net-zero pledges sound great, but only 30 countries have made them law. Here's why voluntary commitments fail and what to do about it.

Is a net-zero pledge enough to actually cut emissions?

No. And if you think it is, you're missing how environmental progress has always been made. Look at the Clean Air Act. Since 1970, it has driven a 78 percent drop in six common pollutants while the economy grew (EPA Progress Cleaning the Air). That didn't happen because companies volunteered to clean up; it happened because the law made them. The same logic applies to climate. Pledges are a start, but they're not a finish line.

But isn't the Paris Agreement legally binding?

Yes, the Paris Agreement is a legally binding treaty, but the commitments inside it—the nationally determined contributions, or NDCs—are voluntary. Countries set their own targets and update them every five years (UN Climate Action: Paris Agreement). There's no enforcement mechanism if a country misses its target. That's a feature, not a bug, of the design. But it means the agreement's strength depends entirely on national laws that turn those pledges into enforceable rules.

How many countries have actually passed laws to back up their pledges?

Here's the gap: 110 to 114 countries plus the EU have adopted net-zero targets, covering about 88 percent of global emissions. But only 30 countries and the EU—representing just 17.7 percent of emissions—have enshrined them in law (OECD Climate Action Monitor 2025 / UNEP). So the vast majority of pledges are just promises. Without a law, a pledge is a press release.

So what does a real climate law look like?

Think of the Clean Water Act. It makes it unlawful to discharge pollutants from a point source into navigable waters without a permit (EPA Summary of the Clean Water Act). That's a direct prohibition with a permitting system. A climate law could do the same for emissions: set a cap, require permits, and impose penalties for exceeding them. Or look at the Safe Drinking Water Act, which sets health-based standards for public water systems (EPA Overview of the Safe Drinking Water Act). A climate law could set binding emission reduction targets and require regular reporting and verification.

But aren't voluntary efforts already working?

Not fast enough. Under current policies, the world is on track to warm about 2.8°C this century, and even with unconditional NDCs, it only drops to 2.5°C (OECD Climate Action Monitor 2025 / UNEP). The IPCC says we need to cut emissions almost by half by 2030 to limit warming to 1.5°C (IPCC AR6 Synthesis Report Press Release). Current NDCs commit to only a 14 percent reduction by 2030 versus 2022 levels—far short of the 43 percent needed (OECD Climate Action Monitor 2025 / UNEP). Voluntary efforts are simply not closing that gap.

What's the single best move we can make?

Pass a national law that makes your country's NDC legally binding. We've done it before—the Montreal Protocol is a perfect example. It phased out ozone-depleting substances, and thanks to global cooperation, the ozone layer is well on its way to recovery (UNEP OzonAction: Montreal Protocol). That treaty worked because it had enforceable obligations. We need the same for climate. So if you're in a country where your net-zero target is just a policy paper, push for legislation that puts it into law. That's the difference between a wish and a requirement.
